Sir,
With reference to Colonial Office letter of the 3rd
instant, 13792/33, regarding the establishment of a Flying
Training School at Hong Kong, I am commanded by the Air Council
to acquaint you, for the information of the Secretary of State
for the Colonies, that they have carefully considered the
suggested modifications to the conditions which they stipulated
for their approval of the use of the aerodrome as a Flying
School.

In suggesting that the use of the aerodrome for civil
purposes should be controlled by the Civil Aerodrome Superin-
tendent under the direction of the Officer Commanding, Royal Air
Force Base, the Council are in no sense desirous of asserting a
claim to exercise, as a matter of right, complete control, over
the aerodrome, which they fully recognise was provided for joint
Service and civil use. On the other hand, they feel that the
principle of divided control is administratively objectionable
and not in the interest of either Service or civil flying. The
Council are concerned, not merely to protect Service flying in
the manner Sir Philip Cunliffe-Lister suggests, i.e. by the
suspension, when necessary, of instructional flying, but to pro-
vide for the safety of flying generally at Kai Tak, and in their
view, for this purpose, unified control is essential. Viewed in
this light, they suggest that any derogation from the importance
of the responsibilities of the Civil Aerodrome Superintendent
would, in the main, be theoretical.
